Under Federal Acquisition Regulation (FAR) Part 16.505(b), Contracting Officers must provide all contract holders within a designated category/group a fair opportunity to be considered for orders exceeding the micro-purchase threshold, unless an exception under FAR 16.505(b)(2) applies.
